By-Laws


The By-Laws Committee of the Keystone Emergency Manager's Association is entrusted with the responsibility to periodically review the organizations governing rules and propose amendments to these rules for consideration by the membership when such changes are:

  • Requested by the Executive Board.
  • Requested by the membership. 
  • Necessitated by outside influences such as changes in laws or other instruments that supersede the organizations authority. 
  • Determined by the By-Laws committee to be in the best interest of the organization.

The By-Laws Committee may also advise the membership regarding possible impacts to consistency or operation that may be caused by by-laws amendments originating from outside the By-Laws Committee (those originating from the membership).  Finally, during meetings of the association, at the request of the Chair, the By-Laws Committee, in whole, or in part, may provide advice regarding parliamentary process.
